Supporting Our Heroes: The TRICARE Autism Care Demonstration

The TRICARE Autism Care Demonstration covers clinically necessary and appropriate ABA services for qualifying beneficiaries enrolled in a TRICARE health plan and diagnosed with autism by an approved provider. All plans require a referral to the ACD and pre-authorization. For a family beginning ABA, the first authorization covers the ABA assessment; the provider then develops a treatment plan and requests a six-month treatment authorization. TRICARE also requires baseline outcome measures, periodic updates, six-month reauthorization activity, and a new diagnosing-provider referral with DSM-5 checklist documentation every two years.

Guardians can use its intake workflow to organize the moving parts: free consultation, initial documentation, home visits questionnaire, insurance submission, treatment plan construction, and flexible scheduling after approval. The ABA assessment may include a functional behavior assessment when a specific behavior warrants that level of analysis, but treatment should address the child’s individual communication, social, adaptive, and safety needs rather than begin with a preset package. TRICARE’s ACD questions and answers state that weekly hours are based on the individual, clinically necessary needs of the patient. A Guardians recommendation of 20–30 hours per week therefore remains a clinical recommendation subject to assessment and TRICARE authorization, not a guaranteed ACD allowance.

At-home scheduling can place teaching within routines that matter to the family and can be adjusted around duty, school, and medical commitments. School coverage requires special care: TRICARE says ABA delivered by a behavior technician in a school setting is not covered, although a BCBA may sometimes be authorized for a focused, time-limited school goal after clinical review and pre-authorization. Educational services remain the school system’s responsibility. Caregivers also help develop participation goals, complete required measures, and practice mastered skills between sessions; Guardians can keep plans portable and records current when deployments, relocations, or schedule changes interrupt familiar routines.
